So quick question, this thing de-rank u but does it give u all emblems / titles, and is it Vac secure

No Mods are VAC secure.
You need a VAC disabler. Well the mods themselves aren't detected, what you are using to inject them into the game is detected. If you don't plan on getting banned I wouldn't worry about hosting mods.

Then how can I get into a hosted lobby with emblems / achievements unlock?

If you make yourself VIP you are still host. Just with a VIP status...
