Can someone do a tutorial on a custom glow

guys can anyone plz make a tutorial changing the glow colour on the menu to a different colour? menu_mp_background_glow.iwi. i change seem to do anything with it. I wanna make the glow from blue to red or gold (tys in advance)

If its anything like it was in MW2, you cant do it, as ther is no tools to do it with.
