Desert Eagle scope?

hey guys, i just got all dog tags yesterday, and got 5 d.e. scope crates to open, and i got the desert eagle scope on my last crate!
what i was wondering was, is it common for people to get their permanent d.e scope on the first 5 crates you get from collecting dog tags? or was i just super lucky? also, is the d.e. scope's power and accuracy the same as regular d.e? i heard d.e. scop was a little weaker than regualr d.e.
