A minion is the mod for the section you can request a sticky though from a global moderator or a staff member higher than a global mod.
Yeah, first I didn't know at all what a minion was, But later I began to understand. Minion = Moderator (kinda like what @Dakota said)
a minion is a moderator for a certain section(s). He Moderates that section, though with less powers than a moderator hence can't ban etc.
