Well a few different things could be the problem, but heres what you need to do.
First off, make sure your ports and NAT are open. A common mistake for the Failed to Bind port, is that you closed the server, and tried to run it again, but the port is being stuck in use by the server that you first closed. Or it not being open.
People on your network (ie you) need to connect through your internal IP. Go to cmd and type 'ipconfig' and get the IPV4 IP. Use that to connect. Anyone else needs to join through your external IP. Go to What's My IP Address? Networking Tools & More and get that number, so other people can join.
Thats the reason why you can connect through hamachi, but not anything else. If this doesnt work, you may have your server properties set up wrong, so let me know if that doesnt work.
