Force host on Steam?

Does anyone know how to force host on steamed mw2? I'm using mw2 Liberation but i still get buttf*cked and im not the host

Start the game. (With Mw2 Liberation)

Choose like teamdeath Match

Press F4 and right after press F5.

And the game starts.

Read the included files on mw2 Liberation...
