Problem with lauching game

Ok so i dont know if its ok to post a video of my problem but im willing to take the risk, well here is my problem..

Why'd you tell me to look at this? I don't even play PB...

Go Uninstall and Re-install Project Blackout

i did that already,it still didnt work!
im thinking that i have to update my direct x but it s up to date!

Did u have Updated All of your Drivers and .Netframework ?

Open your PB Config file and uncheck windowed mode and try again.
