Can you change the skin of the kobold gear for archer to cash shop item skin ? or only cash shop - > cash shop possible?

you can't change the appearance that items give you, that is the whole point of the cash shop items (aside from the minimal stat boost)
Costume items are what change your appearance and you get them from the cash shop
