Help with Hack/WinRAR

My friend was getting the hack, got WinRAR and everything (he has Vista btw), and he went to download the hack but the .rar file came out as a notepad file with a bunch or random letters and signs.

Help plz?

Uhmm, yeah..
We got the WinRAR thing down but the hacks just wont work for some reason.
I heard that Vista tries to keep people from hacking, pirating, etc etc.

Help?
