Loadlib.exe doesn't work/download

Guys i tried to download loadlib.exe from several links but it didn't work
when its 99% it stops and give error

i downloaded it on my laptop (Mac OS) and with a USB i managed to put it on my PC

and now when i try to extract the loadlib.rar but it don't extract anything
when i open the .rar and drag the loadlib.exe to desktop, it doesn't work
i try to extract in cf folder but doesn't work
i tried to turn off the anti virus but it don't work
i use ESET NOD32 Antivirus
i go to task manager and i end its process tree and i try to open but it doesn't work
i tried to turn off fire wall but it doesn't work
help?? i need loadlib.exe to release my hack!
