Photo Shop CS3

I have a question guys.
A friend of mine has Photo Shop CS3
Now i am really new to graphics and stuff but willing to learn.
Q:Can you edit videos from game play with this program.
I've not used it yet but going to google more about it just seeing if any of you knew anything about it.

Maybe not Adobe, there's this other program that's so much better for basic video effects and such....
