trouble opening the hacks

whenever i try to open a hack it keeps saying this: "The procedure entry point ??1critical_section@CONcurrency@@QAE!XZ could not be located in the dynamic link library MSVCR100.dll" I have msvcr100.dll in both the system32 folder and combat arms folder. I am running windows xp 32bit. The hack i am using is the "mpgh public [v1.6.6]. Please help me
