Steam account hacked!

hey guys, my steam account got hacked and i dont know how to get it back because the hacker changed the my original steam email, i already sent an message to steam and they replayed as follow:
"Please handwrite your Support Ticket Number ****-****-**** on the quick reference card or sticker above the CD Key (the number should not be written on a separate piece of paper or inserted with an image editor) and reply with a digital photo or scan of the CD Key in .jpg format. Please ensure that you submit a full-color image, rather than a photocopy.

i dont have CD key because i bought a serial not the CD. I have writen what they told me on piece of paper and sent it to them , but they replyed like this:

"Hello,
A staff member has replied to your question:
Hello,
Please provide a sharper image of the CD Key with the ticket number hand written.
As submitted, we are unable to verify the details we require in order to make changes to the account.
Once we have the requested image we may proceed with the issue.
If you have any further questions, please let us know - we will be happy to assist you"

as you know by now it didnt work, and i dont have CD (I have only a Serial which i bought). so any idea how to solve my problem?
