It's a denial of service attack it floods the host with large amounts of packets until the the targeted system will be forced into sending many ICMP packets, eventually leading it to be unreachable by other clients.

I have no idea

This is most likely very weak, and most sites have protection against this. Instead of ping flooding I recommend UDP.
