Opening MPGH Publicly

I'm going to be opening MPGH publicly to guests for the time being to see how things go. I may eventually only enable viewing of topic name.

Well, good idea... If things stop getting leeched, you can leave them open, but if things carry on getting leeched, close the forum from the public!

Also, I think there should be a tool where, if you are posting a high value tut (for example, a bypass) or publishing a hack, you should click a requirements button. For example, I want to stop people from viewing it who not match the following criteria :

1. Have at least 500 posts
2. Have MPGH VIP
3. Are a GMOD
4. Have been active on these forums for over 1 hour
