There is no such thing as a forceop. I swear, I'm gonna make a fucking sticky so people know. Seen at least 10 of these threads this month.
The only thing closest to a forceop was the Session Stealer made by Nodus, and it's been patched for a long time now and it no longer works with the updated MC version.
There's also no unban program, or thing.
