You can search for the brushes, but the tutorial also said to use any type of brush, not exactly what he uses, I used arrow/vector brushes.

dam you guys have great outcomes, I guesse its my turn to try it

The brushed layer is just all your scanline layers, then merge em all and duplicate it.

Press Ctrl+T and rotate it.

the scanlines need to be on a new layer.
