Also running wserver.exe and server.exe on compability mode windowns 95 helps.
And remember to run server.exe as administrator, but wserver.exe normally.

Then to Time,Language and Region:
Then Regio and Language:
On Additional Options:
After that change in the first Line the Comma to a Dot ( Change , to . )
Then on Apply and it should work
