What is RoBot Noscope Hack?

So recently I was visiting TZD' Nyan's channel and on his newest MW2 Episdode and his Black Ops 2 Trickshot people were commenting stuff like "Robot Hacker"... etc.
What is this Robot Noscope hack and is there any place where it is availible?

Well the thing is my friends are telling me it is sort of like an aim assist or a silent aim/ explosive bullets for mw2 but the shot has to be really close to hit. does anyone have like an aim assist or silent aim for mw2 (win 8)?
