Well if you have them added as a friend you can use wireshark/comviewer to get there ip.

There are skype and steam resolvers out there that can track an ip with just their username. You have to find the right one though.

Actually you are wrong. Dont call people dumb when you dont even know shit about DDosing. Steam resolvers only work if an IP from the user has gotten banned mostly from VAC. Which will mark down the "IP" that the user had gotten banned from. If it has error, the user wasn't banned from any anti-cheat (VAC), and you cant find the Steam users IP. "you are dumb"

vac bans your steam id, there's literally no reason it would record/ban your IP because ~ips change super easily~

Your wrong, VAC does record IPs, and it records the IP that it got banned on. If the person changes his IP, he can escape a Steam resolver
