You might have a corrupt install, what type of CS:S do you have? This should work on all post-steampipe releases. You can also make it work on pre-steampipe releases by manually copying the folders to the proper directories.

This only works on servers with some bad sv_pure settings.

Undetected, and drag and drop to install, made for steampipe update but can be manually installed on older version.

works 100%, if you have trouble with it probably need to adjust settings or something.
