Is there any way to mask / route an ip address so that a person outside SG, PH or MY can connect into those servers instead of just 'others"?

there are lots of proxy software that "mask" your ip. the problem is most proxy servers are from us or europe so good luck in finding one. Just google ip hide or ip change or something, i'm sure you will find something
