Yeah hacking other computers is, but not the simple memory editing carried on in gamehacking. It's been proven in court. Any program you edit on ur personal computer is completly legal. Its only illegal if you mess w/ someone else's computer. And even then FBI doesnt even consider getting involved unless there's over 5000 dollars in damages.
