did u try running in a different compatibility mode?
reinstall make it to no compatibility mode
and see if that works :P

use system restore works for me or try reinstall

I'm guessing its your internet connection as your computer seems alright. Try waiting a bit or renewing your connection. Otherwise just restart Combat Arms
