I try to translate it with bubelfish but moste of text is in pic or flash

Surname is your last name, and ID number is basically your American version of SSN.

Slap me if I'm wrong, but because games take up alot of things in Korea, the government passed a law of sorts that makes gaming communities ask for your SSN. This helps with cheaters, because if one game bans you for hacking, your not only globally banned, but you may get a visit from the Korean 5-0

Course none of the people state side need to worry about that, but it also makes getting into Korean betas hard. Without a Korean ID, that is.
