I don't know about that. If it was that easy, ossi's serv would have a lot more behaviors. The thing about behaviors is it requires much testing to ensure that you've got it right (or at least something close to it). That takes time no matter what behavior system you use.
I would love to have people write behaviors for me so I could do other stuff but I'm to protective of my source, so I toil over the damn things. Rumor has it that Ossi and C453 have some sort of behavior library that they can give people to create behaviors in new system without giving out source. I would love to hear more about this and how they accomplished it.
