Hey now, Let's not hate on paint.net! I use it because it is actually pretty good and i am a fairly successful artist. (I get paid)

Paint.net is what MS Paint should have been (layering, transparency). It doesn't have that many features.
You should have a look at GIMP or Photoshop

I have been using paint for a while, It can do almost anything photoshop can.
I just wish i was as good with photoshop as i was with paint.net, i don't like photoshop at ALL :/

If you draw with a tablet you might like Flash.
It's not what it's designed for, but a lot of people use it for that.
