@Water Melon the point he is trying to make is that he has to get it shipped to a house to be able to use the cards it's probably a method that is only one card per house which means he can't ship it to his and give you the code therefore he is unable to sell the codes for the cards

No, I wouldn't sell 50$ mastercards for 15$. That's just stupid.
