Here is how to change the background of the login screen.
Before you begin you must -
Understand how to extract rez files, convert DTX files, and inject into rez files.
Have Adobe Photoshop 32-bit (For some reason the plugins won't work for me in 64-bit).
Have the Adobe Photoshop plugins for DTX files.
Have the 3 programs used -
1. Rez Extract
2. DTX Convert
3. Rez Inject
For the tools and plugins and a tutorial how to use them, go here -

1. Using RezExtract, extract the file UI_SCR_Loading.rez.
2. Find the file UI_SCR_LOADING\LOGIN\LOGINBG.DTX.
3. Using DTX Convert, convert the file to LithTech.
4. Open the file in Photoshop and also open the new image you want to replace it with.
5. The ratio of the resolution of your new image should be 4:3 so put the new image onto the old login screen image and transform it by pressing Ctrl + T and press Shift while resizing to keep the ratio as it was. Make sure that you only cover the part of the old image and do not go into the black strip on the bottom.
6. In the layers palette, right click on one of the 2 layers and click Merge Down.
7. Now exit out of Photoshop and click yes to saving it.
8. Using DTX Convert, convert LOGINBG.DTX back to Nexon.
9. Use Rez Injector to inject LOGINBG.DTX into UI_SCR_Loading.rez.
10. Finally you will have to go to your Combat Arms folder\Game by default it will be C:\Nexon\Combat Arms\Game, backup your old UI_SCR_Loading.rez by renaming to something like UI_SCR_Loading.rezOld and naming UI_SCR_Loading.rezNew to just UI_SCR_Loading.rez.
11. Hope you enjoy, it took me 3 hours to find the right rez file =)
