Acutally, yes they can if they wanted. Like in schools, they have the right to check your pocket, bag, butt, whatever. Because it is stated in the TOS, you have at school. If they wants to check your backpack, you can't say, "No, it is my privacy." no, they can. Because, you're at their property, using their services, they have a right.
Nexon have a right, UNLESS IT IS IN THE TOS, other then that no, if they stated, "Nexon have the rights, the scan your computer for memory altering programs." its not bad really, you'll never know what will hits you. Another good reason is STEAM owned and runned by Valve. Under Steam User Agreement, you can find (I checked a while ago, dunno if it is stil there) that the VAC1 and VAC2 system, will can your computer for memory changing problems But will raise a red flag.
